An agency may know a worker before Workr does. An employer may maintain employment information. Another organization may participate later. Those relationships can be legitimate without becoming the person's identity.

The identity layer can travel. The legal relationship still belongs to the jurisdiction in which it operates. Workr is designed to coordinate professional identity and workforce relationships while licensed recruitment, immigration, employment law and government processes remain where they legitimately belong.

The first pilot is designed to verify the model with real organizations and real worker relationships before broader expansion.
